No sé que quieres decir con "SOLO se dedica a investigar presuntas violaciones de la GPL en codigo para el tenga los derechos de copia". La GPL da derecho de copia, modificación y distribución a todo el mundo (bajo una serie de requisitos)
GPL FAQ, supongo que te refieres a que SOLO ayuda a quien tiene los derechos de propiedad intelectual (que no tiene nada que ver con el tipo de licencia). En ese caso es falso, como puedes comprobar tu mismo: Cito textualmente de la web de la

The Compliance Lab supports the Free Software community, by answering their licensing questions, and working with other Free Software organizations seeking harmonization.
