Yo creo q no hay libre nada parecido a Plesk y/o a Cpanel, para la gestión de un servidor para hosting, por q para controlar "facilmente" que cuota mensual de transferencia gasta el usuario controlando el pop,ftp, http, etc, es una movida (iptables y demas). Ojala, hubiera una alternativa para esto. en fin, hasta entonces, ha pagar la licencia de cpanel (q va de maravilla)

En cualquier caso, extraido de la información de licencias de cPanel:

Non-Profit Licenses
Non-Profit Licenses are currently available through cPanel, Inc. In order to be eligible for a Non-Profit License, you must be a registered non-profit organization who wishes to use the cPanel license for only non-profit purposes. cPanel, Inc. reserves the right to deny or rescind licenses to institutions that it does not see as legitimate. There is a $30.00 processing fee and application process associated with this license. Please e-mail billing@cpanel.net for more information. Please note that you must be a government-sanctioned non-profit organization to apply for this type of license. Individuals and non-registered groups do not qualify. In the United States you must be able to prove section 501(c)(3) tax-exempt status.

Educational Licenses
Licenses for educational institutions are provided free of charge. cPanel, Inc. reserves the right to deny or rescind licenses to institutions that it does not see as legitimate. Generally all domains with a .edu extensions can apply for this license. Please e-mail billing@cpanel.net for more information. Please note that students do not qualify for this type of license. If you are a student you must have a faculty member apply in the institution's name on your behalf.

En este caso puede que le venga bien el de educación (aunque obviamente no tendrá un dominio edu), pero por escribir y consultar que no quede.
